Microsoft GIF Animator is an old classic from Microsoft that lets you create GIF animations by combining multiple GIF images (frames). You can set frame delays, dimensions, number of loops and adjust the color palette for all or just individual frames. The animation can be previewed and then exported to GIF89a format. This is an old tool from the Windows 95 era, it still works fine on Windows 7 as far as we could tell and provides an easy way to create simple GIF animations.
GIF Animator does not support GIF optimization, you should use a tool like Trouts GIF Optimizer to reduce the size of your GIF file.
